LZ713304027CN is epacket which should arrive within 2 to 4 weeks. Your parcel should be lost.

if you paid with paypal/aliexpress, you need open dispute for refund.

If the sender wants, they can open an investigation with China Post to try and find it. These tend to take a long time and rarely produce results. Moreover, that's the seller's problem to deal with, not yours. Your best solution is to get your money back, then order the item again, possibly from somewhere else, if you still want it.
