my packet's status has been stucked at "Export Customs Scan" since 4th january 2015 and I have no more news about it.

I had already read it and I have already opened a dispute, but Aliexpress' staff said I may not get refund because they actually shipped my packet...
At the moment we agreed that if I don't receive it within 6th of march 2015, I will get refund, but I would like to know why shipment is taking so long

I bought a tablet... But my order started before 11th january 2015 (China Post Forbidden Item List posted), I started the order 18th december 2014.
Seller keep saying my packet is on the road.

That's the problem. for international parcel it must be shipped trough big cities like Beijing or Guangzhou. and your parcel is from small city then every time your parcel transit in another city it must be checked by custom.

RI271879075CN should have problem in customs. open dispute and claim refund asap.

They said I may not get refund because "Other exceptional circumstances outside the control of AliExpress.com", is it true? How can I do?

you should open dispute to aliexpress. normally aliexpress will force seller to refund you money if the parcel is lost in the shipment.
