Post What to do if package can not be delivered

My package with tracking number LO966556782CN, has not been delivered. I godt a message from trackiest who told me to contact china post to arrange new delivery.
So what do I do from here? Can I get a refund? Or is there gonna be arranged a new delivery for my package?

LO966556782CN was returned to shipper on April 16. You will not get this parcel in future.

if this is a purchase order, you need open dispute to seller for refund.
