LZ819979935CN is epacket which should arrive Brazil in 2 to 4 weeks. Your parcel was shipped on Sep 15. It seems to be lost.

I suggest you wait one more week, if you can not get it by early Nov, open dispute to PayPal/aliexpress for lost parcel.
