1. Your tracking number is a valid tracking number. This is what I found about your parcel when I track it:
Item is not found at this moment

2. It means to me that the seller did not sent the parcel to China Post yet. You should confront him, either you open a dispute to get your money back and you could also report him to E Bay.

3. Normally E Packet can take up to 10 days to be register into the China Post system. From experience, I had a package that took 9 full days before the tracking appear.

4. So it up to you now to make the decision what to do.
