Post Where is my package?

I bought something almost 2 weeks ago. The item was supposed to ship epacket but seller shipped China post instead. When I track it says success 0 items found. The seller says the package was shipped . Can you tell me whether item was shipped and where is it? The number is RI171728789CN.
