Post Delivered to wrong destination

i ordered item from seller on ebay. he shipped it on 3rd may. As i didnt receive it until 10th of this month i opened a paypal claim. then seller respond with a tracking number which he didnt give to me at the time of ship parcel. when i track it i got to know that it was delivered to my country on 18th may, but not to my province. it was delivered to another province. RT276194647HK is the number seller present at the claim. is there any chance seller has given tracking no of another shipment to fraud me and prove that he has shipped it. it is possible to check the address combined with this tracking number so that i can make sure what has gone wrong. i have given my shipping address correctly to seller. Please help to solve this thanks in advance :(

if the tracking result shows the province is not your home province, you can escalate the dispute and claim refund.

i want to know that whether seller has provide me a wrong tracking no, put wrong address or my local post send it to a wrong province for that i need address related to this tracking number. if mistaken was done by local post i can complain them. can i get the address related to this trcking no?

you should open dispute to ebay/aliexpress and claim refund. no need waste time to talk to seller.
