I mailed a package from USPS to China on 4/8/2016 by Priority Mail CX262291785US. The latest tracking they have is that it was processed through a facility in China on 4/14/2016 and is on transit. However, the package was not delivered to the recipient. When they called China post they said to that the package was still in customs. Why is it still in customs? it should have reached the recipient a week ago. Who can they call to get a clear answer about where the package is and have it delivered to them? this is the second attempt to mail to china and it has not delivered.

6. This is a general comment on the FAQ but it applies to everywhere in the world:
Customs & security delays:
Customs operates on their own schedule, and they don’t care how badly you want your package. Some places open and inspect almost everything, some don’t; some places process packages very efficiently, some do not.
With both Customs and security, if one item is suspicious, it may delay everything in the same dispatch.
7. Keep tracking your parcel until you see a new scan.
Hope the above information will be helpful to you and sorry if that was not the right answer you were looking for.
