It has been 3 weeks and my package is still reading that no shipping has occored my tracking number is
LZ109893590CN is this just a scam?

http://track-chinapost.com/track_global.php shows the number has no record. Your seller has not shipped anything yet. You are scammed. If you paid with paypal/aliexpress, open dispute against fraud asap.

Which website did you buy from?
