i ordered 12 days ago and still no valid tracking number... seller says it is because system is slow... should I start a dispute?

http://track-chinapost.com/startairmail.php the number is invalid which means your seller did not ship anything to you.

You should push seller to ship the goods immediately. Tell him if you can not track real shipment data in next 3 days, you will open dispute to aliexpress/amazon/ebay/paypal whichever you paid money to.

He gave me this new tracking number. Has it been already shipped or no? I ordered 2 weeks ago, my parcel should have been already shipped

you can track it by yourself in http://track-chinapost.com/track_global.php . If it is really shipped, the web page will show location and shipment date within 48 hours of shipment. Otherwise it will show no record.

Base on my experience, Your seller should be a cheater.
