it seems that the parcel can not pass security scan. what is the item inside?

it is a li-po battery power bank.

if it is a prohibited item, will it be sent back to the shipper?--which is DX.com.
if i know it will be returned to DX, this will help my refund negotiations. it seems they like to have the buyer assume all customs' risk.

the parcel will be rejected and maybe destroyed by security officer. you should open a dispute to paypal to claim refund.
