My shipment is in this state since 07/12/2014

RH095045852CN 2014 Export Security Scan Shanghai Italy 20141207 0303

Your website says:

Normally this procedure will complete within 2 to 14 days.If your parcel stuck in this status for more than 2 or even 3 weeks. Normally this means the parcel has problem to pass security check and will be returned to shipper.

Have I to open the dispute or delays due to the period?

if your buyer protection is expiring, you should open dispute or ask seller to extend the protection, otherwise keep waiting. It should be delayed by holiday traffic.
