Hello
I have sent a package with a tracking number RI098951762BG.
It was meant for the city of Dalian, but the tracking number information says it was successfully delivered in Shenyang. Of course the person it was for did not receive it in Dalian. What has happened with the parcel?

the parcel was delivered in Dalian not Shenyang. delivery office is Jingqiao branch(金桥投递所），you'd better ask a friend who can speak chinese and go to that office to see who signed the parcel for you.
