Post Tracking status "import each other (internal transit)" - what does that mean?

I'm waiting for a packet since 1½ months, but it seems to have failed after several attempts of leaving Shenzhen, destination Sweden.

The tracking number is RS333740498CN

The last status update, which is now two weeks ago, is confusing.
"The Shenzhen Exchange Bureau, import each other (internal transit)" - what does that mean? The packet is meant to be EXported from China, not imported?
Has it failed and will not be any more export attempts? If so, why did it fail? How can I fix the problem, if any?

If anyone can explain this, please help me. Thanks!

1. your parcel possibly did not pass either the Export security or Customs scan. Here is some info:

2. Your parcel should be returning to the seller. Please advise the seller as soon as possible about your parcel.
