Post Tracking ID still not working

It has been 20 days ago that i order something from liqing zhang and still the tracking is saying China Post has not received parcel# RI348268125CN.

I contacted him and 10 days ago and he says that because of the Spring Festival shipping slows. I mailed him again today and i waiting for his reply now. So, should i go ahead and open dispute?

RI348268125CN is fake number. you seller did not ship you anything. open dispute asap.
