Can someone please tell me what happend to the parcel with tracking number: RC456050817CN

Was it in The Netherlands and than send back?
Or did something else happend?

RC456050817CN arrived Netherlands on Jan 31. But Netherlands Post failed to make delivery and returned it to shipper in China. It is now in Suzhou. I think the parcel address might has some mistake otherwise it should be delivered.
