After having read some more (as best I can, not speaking Dutch at all ._.), I would stand by my original assessment.
Without any other corroborating information, I would believe that this is an initiative undertaken solely by PostNL. It seems that shippers in China have heard nothing of this so-called "new service", and are sending parcels as they have always done, only to have PostNL start holding them for pickup instead of delivering them to the door.
Under UPU rules, the amount that China Post pays PostNL for delivering an incoming registered mail item is very small; it probably does not cover PostNL's delivery costs for the item. This is almost certainly an attempt by PostNL to reduce the amount of money they lose on these items, and to discourage people in the Netherlands from using this mailing service.
This situation is not unique to China Post and PostNL. It is the same reason why, for instance, the United States Postal Service no longer shows online tracking for registered items from China, and why Canada Post does not show it for registered items from any country at all. And when Canada Post and the USPS made this change, they followed a similar pattern of misleading communication. The USPS made it sound like other countries' mail services are somehow deficient in their ability to exchange tracking data, which is false. And Canada Post did not make any proper public announcement of the change, nor will they provide any justification for it.
