Recently I purchased from eBay a plastic model kit
On 22/2/2020 ebay informed me that my order "is being shipped", providing me with the tracking number (LO832219338CN)
I am wondering whats going on with my order. Is it shipped or not already?
If it's not shipped yet, what should I do?

http://track-chinapost.com/result_global.php?code=LO832219338CN shows No shipping record. This means your seller applied a tracking number from China Post but never actually ship anything to you. You are very likely to be scammed.

You should push seller to ship the goods immediately. Tell him if you can not track real shipment data in next 3 days, you will open dispute to aliexpress/amazon/ebay/paypal against fraud.
