Sometimes your tracking status will fail to update, this could be a due to a system error or simply because it wasn't scanned during the next stage of its transit.

I've been having a lot of trouble with one of my parcels from China.

That item shows its been waiting for a scan since the 9th!!! But why would it take over a week to scan a parcel? There's obviously an error.
So I decided to track the item locally, basically tracking it using the Royal Mail Track and Trace website to see whether it's somewhere in London (where it will be delivered) after tracking it, it stated that it was delivered and signed for somewhere else in London, not at my address and not by me. Someone else has my parcel, I even clicked on the signature to see who it was.
The sender has obviously given me the wrong tracking number or put the wrong address on my item.

All this time I was tracking this item, stressing about where it is, and when it's finally been delivered, it was delivered at the wrong address.

I suggest if your status hasn't updated in over a week, track it locally as it may already be in your country/city.

Most online commerce websites have payment protection systems. When you make the payment, the system receives it and holds it till two events are fulfilled:

1) the seller ships your parcel
2) you acknowledge delivery confirmation on the site or the system automatically acknowledges it for you(by default) after a certain period(eg 60 days).

If everything goes okay, the system will release the payment to the seller after delivery.

There's usually a countdown from the date of the shipment. If you think something is wrong, you can tell the website(the system) that you didn't receive the order. This will force the seller to respond with a convincing answer. Also, the order will be flagged for review by site administrators. Usually, site administrators have premium access to logistics and can get information which we can't. If you and the seller are unable to reach an agreement, a refund can be processed.

In your case, you have the difficult task of convincing the site administrators that the parcel went to the wrong address or that you didn't receive your parcel.
