your parcel status is looping in shanghai airport. this is a bad sign which means the parcel has problem to catch air space or pass security check. you'd better open dispute for non-arrival parcel.

You custom problems? But whyits shows, that the parcel is on the plane, if there are problems?

1. What china post volunteer Administrator was saying to you is if the parcel is looping back and forth, it's because of 2 things:

Can not get a place aboard the aircraft because there is no room for the mail bag

Or there is a security problem with your parcel or any other parcels in that mail bag

2. Now what you need to do is continue to track your parcel and if you don't see anymore tracking in the next 10 to 15 days after the 17 Nov, then there is a good chance that the parcel departed China for your country.
