Nope. All the numbers I am talking about are in the same category - an 11-digit number, starting with 04, which I am aware is China Post's "Ordinary Small Packet Plus", since I tend to try and get free shipping with my purchases. (Another shipment from Ebay, using that same method, had tracking which began with 82 though, so I don't know whether this is indicative only of items being shipped through Aliexpress, or not.)
For instance, 04802238885 and 04795735220 were parcels that recently shipped to me, and the numbers tracked until they were put on the plane, and even provided a flight number, so I could find out the US destination by Googling it, to then estimate how much longer it would take to be processed domestically, since the info stops once it leaves China. (Usually 2-4 weeks more.) Still, even without that much info provided, the tracking normally will state 'security check success' which indicates the parcels are on the way and not still in China. I have also had e-packets delivered, which can be tracked through the US Postal Service, even before it arrives stateside; as well as sellers, who choose to use their own logistics, such as Yanwen, Sunyou and Pos Malaysia. So I do have some understanding of the difference.
As I stated prior, this, and now the second order, are the only two instances, in all those other shipments, where the numbers seem to 'stall' at Fuzhou. It is also, coincidentally, the first time that city has popped up, in over 30 transactions made in the last four months. Even Cianiao tracking, which usually shows progress until 'origin leaving', only shows both orders, originating from Fuzhou, as merely being 'picked' - with their graphics not even mid-way 'in transit'. Hence, my concern. And, subsequently, coming here to inquire; but you have assured me this is normal, so I shall just have to wait and see whether the items in question arrive before my buyer protection runs out.
Again, chinapostvolunteer, many thanks for your input. You provide a valuable service, and it has helped to put my mind at ease a bit.
