Post PayPal Dispute. What should I do?

Hi all, my China post package tracking status hasn't updated for 3 weeks and of course I haven't received it. I want to dispute to PayPal to get refund, but if the seller shows the tracking number for evidence BUT I never get the package if it lost. Is there anyone in this situation, please let me know how to do ? Thanks so much for you input.

your can escalate the dispute to paypal
