Can someone tell me what's going on with this number RK409884260CN?

According to tracking info, right now it is in Sihong County area in China. This parcel has been going in circle for so long. It stayed in Nanjing for a long time.
I have receive many parcels from China Post Registered Air Mail before and none had this problem.

RK409884260CN never left China. it was returned to original post office.

So where exactly it is right now?
Any idea why was it returned and when will it leave China?

The package got rejected and returned. It WILL NOT leave China. Please ask the seller to re-ship the item or refund the money.

the parcel last status shows "Hangzhou Transit Station import customs cleared". This means the parcel was rejected and returned by china customs in Hangzhou.

seller means "the parcel is still on the way to me" but i see its back to seller.
