1. I did track your parcel on different sites and came to the same tracking as you. If seller told you that the parcel would depart from USA, then he lied to you. He lied again about the arrival of the parcel.
2. Now what I can see about your parcel, you should read this for Ireland:

3. Your parcel has been on the road for 24 days so far. It stayed in Shanghai for over a week before departing to Ireland, possibly due to no availability to put the Mail Bag into the Aircraft.

5. Maybe you could give them a call (Ireland Post) to find out if they received a parcel from China. I do know that some country will not track (or let us know the tracking) China Post Registered Mail because they are not getting paid for it. Maybe Ireland is part of those country.
6. Last but not least, you should contact seller and tell him you have not received your parcel. If the answer of the seller does not meet your expectation, then open a dispute to get your money back. You could also wait another week to see if the parcel will arrive to you.
