I talked to the seller who on multiple times reassured that it'll arrive.
I paid for the item (small leather good) in early November on Aliexpress, it was marked "sent" on Nov 11ish. Earlier this month, I opened dispute, but the seller begged me to withdraw it, telling me that the airport/customs is working on my package. And I have no recourse available now for the unreceived item.

The tracking number is: LT415284596CN

Can anyone tell me if I'll ever get the package or if there's any way I could get a refund?

you should re-open dispute to aliexpress and claim refund for non-arrival order.

Dispute can't be opened since the buyer protection ran out so I talked to "Eva" (customer service I guess?) and they said my request for refund is applied through other means but is subject to dis/approval. Ugh this is gutting..

2.5 months means 45 days. Open a Dispute of with your Credit Card Bank. You must have all necessary document as Order number, item name and value, date of order, date of shipping, shipping option, and all the communications with the seller. You have only 15 more days left, and the chances to see your money or the item are Slim or None.
