I got 'departure from outward oe' twice ? It supposed to have send in airlines but it got returned and it departed again?

Is it normal? Thank you

sometimes parcel might be looping between sent to airline and returned two status for a couple of times. If such looping circles have less than 3 times, it is normal. If over 3 times, it should be big problem.
