My parcel tracking has not updated since 28 Jan 2019! And it’s 20 Mar 2019 already.

Do I need to pay any taxes or something to get my parcel released?

its mean ur parcel was arrived in ur country and send by ur local post but the address u have not complete, so the parcel was sending back to china..i suggest u to contact the shipper/seller about ur parcel
