Correos Mexico website http://www.gob.mx/correosdemexico clearly showed the parcel arrived Mexico on July 16. status: "Oficina de Cambio México, Arribo a Zona Intercambio México, en espera de ingreso a la Aduana".

The parcel is in the hand of Correos Mexico. I believe the Mexico post office clerk does not want to help you. You need contact their supervisor to solve the problem.
