Post Handed over to Forwarding Agent for Transit since 2020-10-09

Hello dear forum, I sent a shipment to Guangzhou on August 17th, 2020 and have seen the status "Handed over to Forwarding Agent for Transit" in the shipment tracking since October 9th, 2020. Who can I contact and ask where the shipment is?

http://track-chinapost.com/result_china.php?order_no=CY284815780DE shows the parcel arrived Guangzhou on Aug 23 but none make customs clearance. Then it was returned to Germany on Oct 10.

Return parcel is slow, you will get it by end of Dec or early Jan.

but why? I paid more than 40 euros for the return of the goods and now I do not get a refund from the seller because the shipment went back to me

What can I do now?
