Post Did my seller scam me ?

He sent me a tracking number and it says delivered but it hasn’t so I called Royal Mail and they said it was delivered to a different adress and that my seller gave me a number for a wrong item that wasn’t mine so did he scam me ?

If you believe the parcel is shipped to another address which does not match your order, you should open dispute to paypal/aliexpress against fraud.
