Post 9 packages not delivered to the destination

I sent 9 packages through ems china post in zhengzhou to saudia arabia but they all were sent back after getting to hongkong because the routes to saudia are blocked but i was not informed about it before sending them. the office is not refunding my payment neither are they sending the packages to another location. I have paid alot of money i need urgent help please. One of the tracking number is CY023207873CN

CY023207873CN can not pass airline safety checkpoint and was rejected by airline. It was returned to shipper on Sep 12,2024

it was through sea not by air then how can it be rejected by airline, i have requested the official china post office shipper to atleast refund my shipping fee but they arent processing it either. where can i request for refund
