1. On every sites that I tried to track your number, I don't see anything. If you have that tracking number for more then 15 days, then the parcel was never mail in China. Contact your seller and ask him to give you the site where he is able to track your parcel.

2. If you have that tracking number for less then 15 days, then you need to wait. The reason is that last week there was a National holiday all week in China and China Post was not at 100% effective.

3. If ever the answer of the seller does not meet your expectation, just open a dispute to get your money back.
