When this cargo is delivered to the recipient?

What is the meaning of this statement?

normally unsuccessful delivery are caused by following 2 reasons:
1) address is wrong, or English address which can not be understood by China Post delivery worker.
In this case, you should ask recipient to call 11185 and try to pickup the parcel by himself.

2)Recipient rejected the parcel to avoid payment or refund. in this case, the parcel might be returned to shipper if the parcel was not picked up within 2 months.

Hi.
My statement also says unsuccessful delivery - they confirmed that they could not reach me by cell phone - My parcel is still in my Country somewhere I just need someone from China Post to tell me where or arrange another delivery. RC089327465CN
