Greetings, I wonder if China post is sent to all cities in Mexico ?, and what if the packet arrives and no one receives?

china post parcel will be delivered by Mexico post. So if your area is covered by Mexico Post service, you can get China Post parcel. If parcel failed delivery, it will be returned to china.
