it is not normal. if parcel stuck in customs warehouse over 2 weeks, normally this means the parcel can not pass security scan. you'd better open a dispute asap.

Como fue epoca de muchas vntas tardan entre 30 y 60 dias. Si no te llegan pide una devolucion de tu dinero que solo lo puedes antes de 45 dias despues de la compra. Esto si lo compraste con Paypal.

the parcel should have some problem to pass security check, it might have already been returned to shipper. is there any battery or liquid inside?
