Post Why cant I track my order is this a scam

I placed an order on April 25,2018 I received confirmation when the funds were removed from my card and applied to my order number 52063 with express shipping they gave me a China post tracking number but when I put in the number it says that there is no shipping record what's going on with BICCshop do I need to or file a complaint and dispute my funds

http://track-chinapost.com/track_global.php shows the number has no record. Your seller has not shipped anything yet.
