It’s been in China for almost 2 weeks and hasn’t moved.

USPS website shows it arrived TALLAHASSEE, FL 32308, you will get it very soon.

I've been trying to track this since my seller gave it to me last oct 6, 2017. It says "no shipping record" so I tried to contact my seller about this. He always says all packages out of china recently are delayed by china party 19th conference. Is this a valid reason or my seller is lying to me?

LK364650885CN is fake number. you should open dispute to ebay for refund against fraud shipment.
