The item is still the property of the seller until it's actually delivered to you, and they need to prove that you received it, not the other way around. Until the parcel actually arrives, they are on the hook for the whole amount.

If it is past the delivery date promised by the seller (or if no delivery date was explicitly promised), you should be able to win a chargeback. If you search online for "Merchandise Not Received Chargeback" or similar, you'll get more background info on the chargeback criteria.

Thank you for answering my questions, it is much appreciated!

In the instance that the package actually arrives at my house after the chargeback is already completed, do I become liable for the return shipping cost? Or can I just have the buisness reroute the package mid-mail back to them after completion of the chargeback?

You'd have to ask your card issuer about specifics on that one to be sure.

It's not possible to intercept or redirect an international mail shipment. However, that said, if it does arrive and you don't want it, you can refuse delivery and it will be returned to the sender. If it's dropped off when you're not at home, take it unopened to any USPS office and tell them you're refusing delivery.

UPDATE AT LAST!:
"Arrived at USPS Regional Facility,
JAMAICA NY INTERNATIONAL DISTRIBUTION CENTER"

I spoke with a friend of mine who shipped his package via EMS in the beginning of January as well, and his tracking just updated as of yesterday too. I guess the delay was in effect on all parcels arriving via EMS to JFK customs (east coast). The specific areas that were effected most according to my friend (who was able to speak with EMS & USPS) were states with zip codes starting with 1, 2, 3, and 4. (My zip code starts with a 4). It looks as if all EMS parcels that were stuck last month are starting to be released now!

Does it normally take long to depart distribution centers? I'm wondering if my package may arrive to my home in Michigan by the end of the week

Usually after the parcel leaves the ISC (International Service Center), it takes 2-7 days for delivery. I'd say there is a 50% chance that it arrives by Saturday; if not, then early next week.

If you keep an eye on the USPS tracking, they'll usually provide an estimated delivery date as soon as they have a firm idea. Once they post that up, they rarely miss it.
