Post Tracking shows "Exception", Seller does not reply - Help me Understand

I have been tracking LW459043829CN in the ePacket web-site. It shows the last track as being an exception and that it has been returned but there has been no activity on this tracking number since June 27. I tried contacting seller to see if they could clarify what this means and I also wanted to know, Should I still expect to receive this or no?

the parcel was returned. normally it means you can not get it anymore. you should open dispute for refund.
