Sent via usps first class international, tracking number LA077806257US. Last information was that it left Chicago on May 28, 2017 to China. Still has not been received. Where is the package now?

you used wrong shipping method. usps first class international parcel will not be scanned by china post. So you can not know its location and status in China. You can not even know if it has arrived China. You should use USPS register mail service to ship goods to china. Tracking number must starting with R not L.

who takes the usps first class internation mail if not china post?

USPS 1st class is also handled by China Post. USPS pay china post low price for handling such parcel. So china post just deliver it like a regular letter, does not pay labor cost to scan and update its status.

will i know if it has been delivered? i'm returning an item and i want to know if seller received it- and doesn't deny receiving it.

Unfortunately you can not know if it is delivered or not. China Post does not hire worker to update its delivery status even after it is delivered. That is why I suggest user does not use USPS 1st class parcel to mail parcel to China.
