1. Not necessary a lie, it could be in Canada but Canada Post did not scan your parcel yet.

2. In Vancouver from Sep to Dec it was taking 21 days from the time the parcel departed China to be scan by Canada Post. I suspect Customs where checking closer and scanning every arriving parcels.

3. Canadian Customs is dictating to Canada Post when they are ready for more parcels. So your parcel might still be in the Inbound Warehouse waiting to be scan by Canada Post then to Customs for clearance.
