Post Package delivered to wrong state?

my tracking code: RI519525471CN seems to show the package was delivered to LAREDO, TX 78045 1:40 pm on July 15, 2015
Is this a mistake on USPS's end or the seller's?
I've already tried opening a dispute on Ebay's website because I'm 99% sure I was scammed at this point.

your seller either shipped to wrong address or gave you wrong tracking number. you should open disptue asap.
