The last update I received was on September 11th "Wuhan City, arrived at the Hubei International Business Branch International Mail Processing Center"

Is it normal for packages to stay here for three weeks?

It is a little bit strange because your item stuck at its original processing centre for so long time. If you can not see update by Oct 8, you need open dispute for lost parcel refund.
