Yes. Normally epacket will arrive USA in 2 weeks. If not, it is very possible to be lost. You need to open dispute to ebay immediately.

http://track-chinapost.com/startusa.php shows it was shipped on Sep 11 but never arrived USA. This is a very bad signal. You should open dispute before it is too late.
