1. Sorry to hear that you had a bad experience with China Post and your seller.

2. I guess in the world you have good seller and bad one. But in your case it's not the seller saying the parcel is lost, it has to be China Post telling USPS that the parcel is lost.

3. It can happen that parcel get loss but the percentage is very low. If China Post is doing that to often, then the sending country will simply send the parcel only into very expensive way, like maybe express post services and insurance will cost more also.

So does it always take so long to get to China? The seller calls the hotline number and they said they do not have a package for them. So how do I find this package?

2. Contact seller and give him the above tracking, your parcel is in China, he need to contact China Post to find out exactly where is the parcel.

3. I just went back into your story, maybe we have here a seller that do not want the parcel back from you. If you can just open a dispute to get your money back and in your dispute include the above tracking because the parcel is in China.
