Hi, the seller on eBay gave me the tracking number RL150993616CN but I cannot track the package. Please help me. Is it normal?

Thanks the problem is the the fact that the package have been shipped 3 weeks ago by the seller. I am a little bit worried. How long do I need to wait again? thanks
