1. Most Registered parcel from China Post to Canada land in Vancouver Inbound Mail, presently it will take from 6 to 8 weeks from the time the parcel departed China to the delivery of the parcel by Canada Post. They are exception like E packet which should take between 6 to 12 working days for delivery.
2. If the parcel is sent from China and arrive in Montreal or Toronto Inbound Mail I'm pretty sure it will be faster. The strike, there was no strike at all only discussion and Canada Post has nothing to do with parcel taking so long. It the Canadian Customs Office that is delaying all parcels from China.
3. I have seen parcel from around 03 Aug are coming out of Customs right now in possibly Vancouver. They were given to Canada Post for delivery.
4. Parcel from China to Canada could be deliver faster it all depend of the Canadian Customs Office how they handle the parcel you sent to Canada.

Customs operates on their own schedule, and they don’t care how badly you want your package. Some places open and inspect almost everything, some don’t; some places process packages very efficiently, some do not.
With both Customs and security, if one item is suspicious, it may delay everything in the same dispatch.
