Post Did my package go back to China?

Hello! I've been waiting for my package from China for awhile now, and I'm getting different translations of the tracking updates.

My tracking number is: CP316648811CN

One website says that it's up for voting? So I thought that it might be going through customs and I heard that customs could take awhile.

But another website told me that it actually was sent back due to an insufficient address?

Could someone help me? D: I contacted the seller and they told me they haven't received it, even though its been more than a month since the last update....

http://track-chinapost.com/startusa.php shows the parcel was returned to China on Sep 4th. Ususally China Post does not update the information for parcels returned from oversea. So you can not know if the parcel has been received by sender.

Actually whether sender received the return or not has nothing to do with you.

If you are buyer and your buyer protection is still valid, you should open dispute to seller no matter he has received the return or not. After you open dispute, seller should prove that buyer has received the goods, otherwise you will get refund automatically.

This may seem like a dumb question but, where do I open a dispute??
