Hi:

the tracking number is CP308044116CN .
what does it means ?
2016-11-28 17:40:13.0 arrive China Post Group Beijing city international 邮电局建国门post dept. delivery office
2016-11-28 17:40:56.0 China Post Group Beijing city international 邮电局建国门post dept. delivered

Is it going outside china to my country or is it returned to the seller?
Some time ago I have a message (on november 3) that I couldn't understood and you have explained me.
The parcel didn't pass china post customs and it will be return to the seller. You have suggested me to read some articles and contact the seller as soon as possible.
The seller has told me that it was now ok (on way to my country), that he had contacted the post, but in the other side at the webpage nothing was changing in the tracking number. I have asked him if he had a new tracking number, but he didn't answered to me again. Today I was tracking again the parcel, and I have that new message.
Can you help me with what it means? MAy it be on the way to me? or on the way to the seller?

1. The parcel was returned back to the seller/sender of the parcel. The parcel was deliver to him:

China Post Group international post office in Beijing Jianguomen branch post office, has been voted
2016-11-28 17:40
China Post group, Jian Guo men Beijing International Post Office branch post office, arrived at post

2. When you see this it means the parcel is going back to China, because of the word Import:
2016-11-03 14:43
Beijing Exchange Bureau, [u]import each other (internal transit)[/u]
