This parcel RS046268535CN is taking ages, and now it says "import customs cleared (domestic transit)". Does that mean it is returning to the sender?

1. Yes it does. You should contact seller as soon as possible and advise him of the situation and provide him with the tracking of your parcel. So he understand what you are talking about.
